The state with the highest binge drinking rate is Wisconsin, with 24.3% of those over 18 reporting binge drinking in the past 30 days.
 Washington, D.C. has the overall highest rate in the nation, at 25.0%.
 
 The state with the lowest rate is Tennessee at 10.0%, with West Virginia a close second at 10.1%.
 
 The question asked on the 2011 CDC questionnaire was:
 "Considering all types of alcoholic beverages, how many times during the past 30 days did you have X [X = 5 for men, X = 4 for women] or more drinks on an occasion?"
 They had previously defined a drink as "equivalent to a 12-ounce beer, a 5-ounce glass of wine, or a drink with one shot of liquor."
